Abstract

The mismatch between workforce competencies and the needs of businesses and industries represents a labor policy challenge in Muara Enim Regency that requires stronger alignment between vocational training and labor market demands. This study aims to formulate a policy model for revitalizing vocational training to strengthen employment link and match based on industry needs. The research employs a descriptive qualitative policy analysis method through the synthesis of regional policy documents, official statistical publications, relevant labor and vocational training regulations, and scientific literature on link and match and workforce competency development. The synthesis process involves identifying problems, root causes, policy gaps, alternative interventions, and implementation requirements. The analysis identifies three key issues: the lack of systematic mapping of industry competency needs, suboptimal coordination among local government, businesses and industries, and training institutions, and the lack of integration among information on job seekers, vacancies, competencies, training programs, and job placements. This study proposes a policy model that connects workforce demand mapping, competency gap analysis, curriculum alignment, training and certification, apprenticeships, job matching, and employment outcome evaluation. Implementation is proposed in three stages over 2027–2029, comprising institutional consolidation and baseline establishment in 2027, implementation of priority programs in 2028, and outcome evaluation and policy refinement in 2029. The study's main limitation is the lack of fully verified and integrated local statistical data on competency requirements, training implementation, and employment placements. Therefore, the proposed model requires further validation using official data and implementation testing before it can be adopted as a regional policy.
